My own makecat Disfunctionality

I'm having problems with makecat . I'm sure it is semantics or just my
own incompetence but it has cropped up several times and I'm not finding
answers in the docs.
What is the SampleHtml parameter ? And why is does it including a
quotation mark inside the directory path ?
Like this:
makecat demo yields:

This is also has me confused. Obviously htdocs is / for my httpd.
The specified HTML directory, "/usr/local/apache/htdocs/miketestsimple",
is not a subdirectory of DocumentRoot. This will make it
hard for us to guess the URL needed to access pages from
the catalog. Please re-specify your HTML document root.

# This is a file name, not a URL.
