I don't know for sure, but I believe the default system uses the country
to determine the correct defaults in the shipping tables. I haven't
looked that the original sources, but is it possible that there is an onChange
condition, or other JavaScript function, on that field that is forcing
the page to refresh? If so, it is VERY similar to a problem I had
with IE in that when you changed the shipping method and the page would
'auto-refresh', IE dies because the details forms POST is not working tey
NS works great...
