a for each type loop for all items in a database

I am trying to make a loop that will list all entries in an arbitrary database. 
I have tried this but it doesn't seem to be working:

[if-loop-data base="users" field="name"]
items to display here
[else] [/else]
[/if-loop-field]

any thoughts??
