Cart Clears on failed order

Hi Everyone,


  I'm having a problem with the shopping cart getting
cleared if the users enters a bad credit card number or
other bad information on the order page.

  When the press the back button, fix the form, and
re-submit, they find that the cart is now empty.

  Is there anything I can do to keep the cart from 
clearing when the order page fails validation?
