Arrangement of City, Zip-Code in US and Europe

Hi,
my problem is:
In US you have the arrangement city, state, zip-code in the address and in
Europe (most countries), you have zip-code, city (without a state).
I've tried the following:

in receipt.html:
(stripped)
 <TR> <TD ALIGN=RIGHT>[LOC]City, State, Zip[/LOC] <TD>:
 <TD>[LOC][value city] [value state] [value zip][/LOC]</TD></TR>
(stripped)

and in locale.de_DE:
'[value city] [value state] [value zip]',
'[value zip]  [value city]',

The text is translated correctly to "Postleitzahl, Ort", but the values for
these are still
printed as e.g. Ort 1234, i.e. in the order city, zip instead of zip, city.
I've checked several times and found no typo. What's gone wrong here?
