No, of course not. This is a Good Thing.

The scratch space is there for user by the programmer; you don't want
users to be able to directly manipulate that via a form. If it were
allowed, they could control the program operation and possibly cause
Perl code to be executed.

There are numerous facilities for translating values and arguments
to scratch space once you have made sure that the input is OK.
