I ran into this same issue yesterday with gpg when I moved a store from one machine to the another. Most likely pgp is generating some sort of output (i.e. asking if you trust the person you're encrypting for). "su - username" to your minivend user and run the pgp command line and see what happens. Otherwise, add "1> /tmp/pgp.log 2> /tmp/pgp.err" (presuming you don't have 2> /dev/null there already, if so, remove that) to the end of the pgp line in catalog.cfg (usually variable ENCRYPTOR), then run an order on the store. Once it fails, one of the 2 files in /tmp will have some pertinant information.
