A couple of thoughts,

Have you got this line in your catalog.cfg
Variable    SECURE_SERVER 
https://air1.airweb.net/basket/cgi-bin/simple/browse
Have you restarted the server

Im not sure whether it was the correct approach but I copied the tlink file 
to my secure cgi-bin and then any images that were required on the secure 
side to an equivalent location on the secure server.

But I'm getting the missing,html page and it doesn't address that. Maybe
I should run the whole catalog with SSL paths.
