Check your setting for 
CreditCardAuto

it should be no, in any event I've used the following
5 lines in the checkout profile:

[perl config]
$Safe{config}->{CreditCardAuto} = 0;
$Safe{config}->{CyberCash} = 1;
return '';
[/perl]

(only in the part of the profile that pertains to Cybercash
like just before the line:

&set = mv_payment Cybercash Authorized

This way the cc info is sent to Cybercash correctly.
