Thanks Mike. 

I downloaded and installed MiniMate-4.0alpha8.0.1m12  and found the 
config/setup_acl.html page.

It looks incredibly impressive and very powerful. I tried to add a user
using the "New User" window, but I got back an internal server error.
The logs reported this:

Runtime error: Can't call method "open_table" on an undefined value at
/usr/local/mvend/lib/Vend/Data.pm line 754.
</log>

So it looks like I still need to do something to define the table before
hand. I'm proficient in Perl and SQL, but I can't find where the rows
and column types that it needs are defined. I'm guessing "username" is
one of the field, but I can't figure out the others. :)
