[mv] [rotate] won't work

I hate to ask for help with what appears to be such a simple issue, but...

In catalog.cfg I have:
Rotate  rotate1 rotate2 rotate3 rotate4

In the pages directory I have simple (but differing) HTML in each of:
rotate1.html, rotate2.html, rotate3.html, rotate4.html

On the results.html page, I have:
--- stuff ---
[rotate]
--- more stuff ---

I've restarted the MV server after each modification.  but... the contents
of "rotate1.html" is all that ever shows up on the resulting pages.

I've also tried each of the following:
[rotate], [rotate interpolate=1], [rotate floor=1 ceiling=4], [rotate floor*
ceiling*]
