[mv] MiniVend localisation

I have a couple of quick questions regarding localisation in
MiniVend:

1) I can't get the output of "included" files such as "leftside"
   to accept the [L]text[/L] tags.  Is there something special 
   that I should do to get this to work?  The output gets displayed
   as "[L]text[/L]" in all locales.

2) Does anyone know how to localise the output of UserTag subroutines?
   (by localising the text within the UserTag before it is output).
   I have, for example, a UserTag that formats MySQL datetime strings
   into "15 March 2000 04:08" and am looking, in this case, to localise
   just the month name.
