Both NS and IE have the ability to disable javascript and a lot of IS people are
running around in a panic instructing that JS be disabled.  I'd start by checking
there.

If JS is enable do a page refresh view the page source to confirm that the JS is in
the page.  If it is and your also running NS, then javascript: in the location bar
and it'll show you all the JS errors that have occurs (note the colon on
jacascript:).  This might help.  NS does have a JS debugger as well...
