It seems to me, your vlink or tlink has a wrong setting of permissions
(user/group). Maybe you can see the different between the vlink/tlink
in your normal cgi-bin directory and the vlink/tlink in your secure
cgi-bin directory?
Maybe this can helps a little bit.
