[mv] Problems with the order tag in 4.03

Switching to version 4.03 (debian linux) it would seem to me that all
possible ways of making the order go from an insecure page to a secure
link have been removed. Order never had a secure=1 so we used to use
AlwaysSecure basket_frameset
in our catalog config. But it seems that this no longer affects the
Order tag. Is this true. Why?
