A SOLUTION HAS BEEN FOUND. 
The question boiled down to why this wasbeing reported as a read-only
table even though WRITE_ALWAYS was turned on. 

The answer is RTFM!
It seems that in order for the WRITE_ALWAYS to work you first need to
specifically enable WRITE_CONTROL for that database. 

While this wasn't speifically mentioned in the documentation it seems
that it should have been blindingly apparent to me. 

Now if you'll excuse me while I smack myself in the forehead a few
thousand times...
