This is a requirement for MV4. In other words, a [search-list] must
always be inside a [search-region]. 

It was not this way in Minivend 3 because it interpolated a
[search-list] and friends before any other tags on the page. This
is undesirable, and was changed in MV4. Reasons it was undesirable:

	1. No way to set up page conditions before search is run.
	2. Can't have multiple search regions (or multiple [more-list]
	and [no-match] in a page.
