The tag is there. Remember that it DOES send a e-mail out, which is magic
that occurs from e-mail tag itself. It's not written in the clearest way
(look at the line:

[if value email_copy]
Sending email copy of order [value mv_order_number] to [value email]: [email
to="[value email]"
  subject="Thank you for your order [value mv_order_number]!"
        from= |test@saratogaweb.com| ]


Right after [value email]: the [email]  tag is opened.

I canīt see [e-mail]! Where is the open tag? Maybe this cause the empty
body?
