Here is my general rewrite of when to use this mail list:

1. Read the documentation and mail archives thoroughly
2. Ask the tech support people you pay (i.e. your hosting company).
3. Go to 1 until you have tried everything you can think of
4. Ask this mail list a specific question and give details
