Your code worked just fine for me (MV3.11 and changed
the category name and value to match my db) so maybe
there is a flaw in checking the category IE is $totalbps
actually totaling up correctly?
( view page source to see it in the comment tags you have.
a number should appear there for each category match. )
Also the discount tag has to appear before any subtotal or total
tag to show the effect.
