Vagel -

In the catalog.cfg you should be able to find an include statement, 
something like

#include usertag/*

...and after that

Require usertag email
Require usertag something
Require usertag something_else

"email" is actually a file in a subdirectory of your catalog directory (the 
directory is named usertag).  Minivend is saying it can't find this file to 
open it and read its contents at startup/config.
