[mv] Newbie: File permissions?

Hi,
Receiving a 500 error and Premature end of script header error. Error log returns the following:
company /cgi-bin/company/config/menu.html Runtime error: read catalog.cfg: Permission denied
In which directory will one find the menu.html file? Checked catalog.cfg permissions and they are OK.
