[mv] frames_on in MV4.04

I've searched far and wide, back and forth, all over, and experiemnted,
and still can't figure this out.  Hoping somebody can help me with this
frames issue.

Here's what I've got in my index_fr file:

...header information...
[frames_on]
...frameset information...
...no-frame information...
...end html...

This is served from the cgi-bin directory.  What I get in my browser is
this:
"[frames_on]

Your Browser does not appear to use frames. Please click here to load
the non-frames version of our site. "

All other Minivend tages get intrepreted.
(That second line is a link to my non-frames version, with [frames_off],
and everything is working fine there)

I've even tried to make a bounce page:
"
[frames_on]
[bounce href="[area index_fr]"]
"
and took the [frames_on] tag from the index_fr, but now all that gets
displayed is:
"[frames_on]"
and no bounce occures.

I've seen references in the MV4 documentation for the "session frames"
variable, but only in the MV3x documentation on how to set it (i.e.,
[frames_on]) .  I also found a reference in the mailing list from before
4 came out that the tag [frames-on] (dash instead of underscore) was
being taken out.  Are these the same tags?  Is there a different
(undocumented) way to set the "session frames" variable?  Am I doing
something wrong?
