The problem started in the documentation.. The docs indicated that the
"Special" directive was to be used to change this, however there is no
"Special" directive.. SpecialPage should currently be used, because
"Special" does inherit all it's settings from the "SpecialPage" settings.

Because the documentation stated that "Special" should be used, I assume
that the idea was to separate the two directives, one to be used to
redefining databases, the other (SpecialPage) to redefine various error
pages.

The posted three patches enforce this distinction, and my documentation
describes the distinction between the two directives, once the patch has
been applied.

Of course, this could probably be fixed by changing references in the docs
to the "Special" directive to the "SpecialPage" directive, or perhaps
changing all references to $Cfg->{Special} to $Cfg->{SpecialPage} in the
source (actually a combination of both)...
