[mv] AsciiBackend not working in 4.04 - how to I trace?

I am in the process of upgrading a site from 3.14 to 4.04.  3.14 is running
on one server and 4.04 on another.

The existing system (3.14) uses: "AsciiBackend         |etc/backend.pl" to
call a perl script.

This exact line does not call the perl script in 4.04.  Additionally I have
tried "AsciiBackend     etc/backend.pl" to see if I can get the data written
to a disk file.  This also fails to produce any output.

Any help would be appreciated.
