[mv] interchange localization

I started studying new Interchange localization.
How can I begin add new language on current languages, US,DE,FR.
I could not find the functionality or menu in Interchange administration
screen.
In case of Minivend, I edited locale.txt and use exellent
[L],[loc],[LC] tags.
Could you give me any suggestions?
