How can I display a message if the order was discounted? (entire order)

I tried using [if discounted ENTIRE_ORDER] but this is always true
because there is always a discount in my application. I need to keep the
discount from showing up until late so there is always a discount,
I use [discount ENTIRE_ORDER]$s[/discount] and that keeps everything
normal, until I change it with [discount ENTIRE_ORDER]$s - 5[/discount],
but I guess it counts as a discount because 'if discounted' is always true.
