[mv] common adjust, multiples of 2 ?

how can I structure the price adjust
so that things can be say 1 for 15 or 2 for 25
I know I can set the price adjust to 12.50 for quantity 2
but then if someone orders 3 it would be 3 at 12.50 and
not 2 at 12.50 and one at 15
is there a way to do groupings like this?
I'm a bit confused on the issue...
