[mv] Banners

I'm trying to get the banners feature to work. I put a [banne
category=testing] tag, created a banner for that category and did a
reconfigure. No tmp/Banners dir was created. I created one, but the
reconfigure does not fill it with anything. Did I miss something in the
manual?
