You syntax is a little off. You may want to try:
[if type=scratch term=subcat op=ne compare="[scratch lastcat]"]
...
[/if]
-- or ---
[if type=explicit compare="[calc]'[scatch subcat]' ne '[scratch
lastcat]'[/calc]"]
...
[/if]
..I am not sure about the second one, because I normally only do it with
numeric comparisons, but I hope you get the idea.
