I think your problem is that [mv_payment] should be [value mv_payment], 
unless the latest IC now includes a tag called [mv_payment], to which I 
must confess ignorance.  That aside, the following should work:

[if type=value term=mv_payment op=eq compare="CyberCash Credit Card"]
Print this line
[else]
Print a different line
[/else]
[/if]

...unless the latest an
