[ic] Creating Categories

Hi Everyone.
I have created a set of categories/subcategories through Design-->Layout
Editor.
Now I am at a point where I want to add some products.
When I go in add items, and try to add them to the appropriate category, the
dropdown menu is empty.

I can create a new category here, but it does not show up in the Layout
Editor.
Are these 2 categories different?
What's the best way to create categories, and add items to the database?
