Ok, got it. If anyone's interested in making this change for themselves,
insert the following line of perl in lib/UI/pages/admin/page_save.html:
$def_string =~ s/\cM/\n/g;
...right before the line that uses it:
unshift @layout, '[' . "comment]\n$def_string zzz\n[" . "/comment]\n";
