There are lots of suggestions in the archive, but I would say:

  * Restart IC, and report the exact output.
  * Check permissions, apache ownership (etc/, etc/socket))
  * Make sure httpd.conf points to the correct socket file
  * Make sure SocketPerms is set correctly (e.g. 0660)
