It is pretty confusing, I agree; which is why if I ever do a
MiniVend 4.0 I will remove the "old syntax" business entirely.
But there is an FAQ on the subject.

Never use the old parser anymore; always set "NewTags Yes" in
catalog.cfg. Most new features are not usable with the old parser,
and it is no longer fully tested.

Not so. Don't use the old parser on newer MiniVends. You have been
warned!
