minimate and user restrictions

I have instaled MiniMate (MV ver 3.12,  Debian 2.1). Everythin seems OK, but
I can't figure out why I can access and modify any page in any catalog
without loging in.
Where files .access  and .access_gate sould be? in catalog/pages/reconfig
or mvend/admin/  ?
I copied in both dirs these files, but nothing changed...
Any ideas?
