CommonAdust percentage on all items

I can't seem to figure out how to setup an across-the-boards discount
percentage on all items based on different qty ranges.  I'd simply like to
apply a 10% discount for 2-5 items ordered, 15% for 6-10 items, and 20% for
more than 10 items ordered without even referencing a pricing table.  I
tried it like this, but it didn't work:

CommonAdjust   q2..q5,q6..q10,q11..q99, ;10%, 15%, 20%

Any ideas?
