You could put those in each of the (limit) 15 files... theoretically you'd
end up with 45 different randoms (15 for each category). This is
definitely slower/easier than writing a PERL banner rotator - but that
wouldn't be a bad idea either.

Sure, you could write some PERL, use File::Find to look in a
'images/banners/[item-category]/' directory, fill an array, pick a random
one, and dump the contents of the corresponding file. You could create a
directory for each category in your catalog.
I don't know how you would handle minivend interpolation (if you needed
it) - but I imagine this would make a great globalsub to share with
everyone when you finished it. :-)
