Assuming you have installed your own minivend and you have access to
that and unless you will use Pg for something else, I'd suggest 
/path/to/mvend.  It will build its own appropriate directory structure.
> /path/to/mvend /path/to/mvend/lib

Otherwise you might be able to install it in your home directory and
modify the scripts that start minivend to use perl -I/my/home/perl/lib.
Run perl -h to see how that works.
