[mv] Canadian GST

I'm having some difficulty getting the GST to be shown on the checkout form.
I've tried to follow the posting that Mike Heins replied
to on Sept. 29/99. 
My shipping.asc file contains the line:

gst   GST     [subtotal noformat=1]   0    99999999    x .07

and I've inserted

[value name=mv_handling set="gst" hide=1] 

near the top of checkout.html

I've added to checkout.html:

<TR>
        <TD COLSPAN=2></TD>
        <TD>GST</TD>
        <TD ALIGN=RIGHT>[shipping gst]</TD>
</TR>
[else]
     [value name=mv_handling set=""]
[/else]
[/if]

I just get $0.00 showing for GST. Any suggestions on what might be missing?
