[Camps-users] Preserve file permissions when interpolating files

I ran into an issue where I needed a script interpolated for the camp 
path variables but also to be executable after the camp was created. 
This seemed like the right spot to modify the system.  This forces the 
same permissions onto each of the files being interpolated as they are 
in the /home/camp/$camptype/etc/ directories.
