[Docs] [error] option addition

New option for [error ...]. When I get clearance to commit to the
docs archive I can add these myself....

  * Add set=1 option to error tag, allowing you to set an error via tag.

        Suggested docs: 

            =item set

            Set the error for a variable name explicitly to force
            the error.

            Example:
                
                [if value lname =~ /^mccoy$/i]
                <!-- [error  show_error
                        set="No stinking McCoys' allowed at hatfield.com!"
                        name=lname ] -->
                [/if]

            Implies keep=1.
