[interchange-docs] gendocs script on icdevgroup.org

For anyone concerned, it's about the /usr/local/bin/gendocs script that we
use to generate docs on icdevgroup.org site.

The script runs from cron, but it's handy to run it manually. During the run, 
it tries to update all cvs versions. To disable that and save time, just
provide non empty argument to the script. Like:

  sudo /usr/local/bin/gendocs nocvs

The argument propagates to bin/gendocs in debian chroot and does the right thing.
