  I'd say the Bundeslaender are more like U.S. "states" than "counties". It's a
  good idea to add them. Is there a standard 2- or 3-letter abbreviation list for
  them? What should we use for the 'code' field in state.txt?

+ IMHO there are no codes. The Bundeslaender are not used in postal addresse, only
