  If I deselect Discover in the CL but don't check "online check" then go to 
  the payment sction of the admin, Discover is still displayed as selected as 
  is online check.  Essentially there seems to be no correlation.

+ Ditto for Tax rates.  If I delete tax rates in CL they still show up in IC.
