Summary: RP3 works using "Debug" button but not from launcher

I have Red Hat Linux Version 7.1, installed on standalone PC, with external
modem connected to standard twisted pair telephone line.

Using the Gnome GUI.

RP3 can set up a PPP session with my ISP when I click the "Debug" button, and I
can then get Netscape connected successfully for browsing and e-mail.

However, clicking the "Connect" button on the RP3 launcher docked onto the panel
does not work: I get the "Change connection status?" dialog box showing "Start
interface [my ISP]?". I click on "Yes", then a dialog box "Waiting..." comes
up, showing "Waiting to connect to [my ISP]" and a slider moving from side to
side. After 30 seconds, a warning comes up: "Failed to activate interface".
The modem lights show no activity at all.

So I can only connect when logged in as root and am therefore allowed to use the
"Debug" option. Normal users cannot get on line.

I tried starting RP3 via the terminal by typing /usr/bin/rp3, but exactly the
same happens.

Red Hat Support (Augustus) suggests I log this with Bugzilla.
Other info:
The firewall is set to high security.
The modem type is Diamond SupraExpress 56e PRO.
