Not nearly enough information for this, and it appears that it is under CPANEL.
The problem will probably be solved by looking at system error logs, and since
you don't have access to them or don't show what is in them there is nothing to
be done.

Note that ICDEVGROUP does not support Interchange under CPANEL. Period.
