A long standing bug with Paypal's handling of Canadian addresses has finally
been tracked down and solved. It turned out that Paypal were truncating some
of the province names when the module expected the full names. They will also
sometimes send the 2 letter code instead of the name - possibly this happens
with older Paypal accounts. Thanks to Steve Graham for tracking down the
source of this bug.

An updated version of the PaypalExpress module is available on
http://kiwi.zolotek.net, and anyone dealing with Canada should update to this
version without delay.
