[interchange-bugs] [rt.icdevgroup.org #336] UTF-8 isn't properly stored to GDBM files

While investigating the issue with Gert on IRC I found out that Vend::Table::Common::new_filehandle doesn't call binmode and therefore the plain text files aren't properly read.
