Fix problem with latest table PRELOAD patch that caused import to fail
if Interchange daemon couldn't write to PRELOAD table (as is the case with
the RPM, for icmenu.txt and ichelp.txt in /usr/lib/interchange/lib/UI).

I'm a little hesitant to take advantage of the distinction between undef
and '', but it seemed to be the cleanest patch that works both in this
section and later in the sub when the files get unlocked ...
